Blind Wall Construction Rules in Sri Lanka (2025)

A "Blind Wall" is a wall built right on the boundary line, with no windows or openings. It's essential for small lands (6-8 perches).
1. The Rules (UDA)
- No Windows: It must be solid. Openings would violate your neighbor's privacy.
- Fire Rating: It must be fire-resistant (brick/block).
- Consent: You generally need the neighbor's written consent to get Council approval.
2. If Neighbor Refuses Consent
Can they block you?
- Technically, the UDA can approve a blind wall without neighbor consent if it meets technical standards, but Councils hate disputes. They will often stall until you "settle it" with the neighbor.
- Tip: Be diplomatic. Offer to plaster and paint the side facing their land nicely. Don't leave an ugly brick face.
3. Why build one?
- Setbacks: Normally, you must leave 3-4 feet from the boundary. On a 30ft wide land, two side setbacks eat up 8 feet (25% of your width!).
- Solution: Build a Blind Wall on one side. You gain 4 feet of room width.
